Dear Mr. Strong,

I’m a resident of Dorado, Puerto Rico and I write this letter with my fellow community members to provide feedback and bring to your attention the dramatic improvements that are needed to Orlando Health’s capabilities at your facility in Dorado.

In addition to being someone who has had personal experience with the hospital, I am also the CEO and founder of the Global Rescue Companies, an organization that provides medical, security, evacuation and travel risk management services worldwide.  As such, I have some familiarity with how medical services are delivered at care facilities around the world. 

On the evening of January 17, my 44-year-old friend and neighbor in Dorado suffered a medical emergency.  I was first on scene to perform CPR and we rushed him to the ED at your Dorado facility.  We were greeted in the ambulance bay by a team that was at best disorganized and at worst unprepared for the seriousness of his case.  There was a lack of urgency and minutes passed before the critically needed lifesaving care began to be administered.  Approximately 30 minutes after our arrival, we were told he didn’t make it.  While we’ll never know whether a better led, equipped and organized team could have changed this tragic outcome, I later discovered that he had sought treatment in the days prior at your facility for elevated blood pressure, tingling and tachycardia.  He was not able to access potentially lifesaving care and he left at least one visit in frustration after waiting many hours to be seen.

Although his experience is likely the most extreme, I have heard from dozens of others about the substandard care at the OH facility.  Based on this, I would not recommend anyone seek care there for any reason, which is a shame given the effort and expense invested in the development of the hospital and its proximity to a community badly in need of high quality health care with the ability to pay for it.

Our Dorado community needs four things, two of which should be provided by Orlando Health Dorado:

  1. Rapid EMS – The DB membership is in the process of implementing this service
  2. Internal Medicine / Primary Care – OH is uniquely positioned to provide this high-quality service
  3. Critical Care ED – OH should upgrade the ED to provide lifesaving, stabilizing care
  4. Medical Evacuation – Global Rescue is in the process of stationing an aircraft on the island          

Community leadership would like to collaborate with OH to make items #2 and #3 a reality.  Without these services, more preventable bad outcomes will inevitably happen and lives will be lost.  We are committed to making these improvements with OH or finding an alternative solution to support the critical healthcare needs of our community.

I have had multiple poor encounters at this emergency room. The ER lacked even basic supplies to treat my 2-year-old’s open wound. After waiting about 5 hrs for another hospital in the area to deliver skin glue, it never arrived. The doctor in the ER had to send someone to her own personal home to pick up some supplies and bring them to the hospital. That doctor quit shortly after in complete frustration with the lack of organization at the hospital. Also, there is only one doctor on call in the ER for both adults and pediatrics. This makes ER visits take an inordinate amount of time and is completely inefficient and dangerous. It can literally take hours to see a doctor for the first time just to be evaluated for potentially life threatening symptoms.

I went to the hospital for potential cardiac arrest signs, and was not even admitted for almost a half of an hour. After doing so, there was one doctor in the entire hospital. They suggested that I get an IV, which was positioned so that nothing actually dripped into my arm, and when they came back an hour later, they had to raise it in order for it to be effective. They concluded that nothing was wrong even though I have a history of heart issues in the family. The doctor was not even the one who diagnosed me, it was the nurse who said that my heart rhythm looked OK. The issue is that my heart rhythm was not OK in the lobby nor when they had the EKG machine on me. This place is totally underfunded and is disappointing that they can only staff one doctor in the entire hospital when they spent tons of millions of dollars constructing the facility.

As a resident of Dorado I was thrilled when the hospital was announced and built. I wS expecting that the health care would be high quality. However this has not happened. My husband recently had 4 MRI's done for an aNkle injury. It took over a week for the MRI!s to be read. My husband went to the department several times asking for the results and was told that the results would be ready the next day. That never happened. He has serious injuries to muscles and tendons. I hope this petition brings a positive impact.

I am a resident of Dorado Beach. Last October my father age 78 and myself were sent to the ER at Orlando Health after experiencing an accident with a grill where both of us experienced significant smoke inhalation. On arrival during triage not one staff member measured my or my father’s O2 levels. I had to ask the staff for them to put the device on my finger. This is the most basic and one of the most significant vital signs that needs to be taken. It’s unacceptable that I had to ask. We then had to wait over 4 hours for a chest x ray. Changes need to happen. It should not be this difficult to get basic Emergency Care,

High quality healthcare whether routine, preventable, emergency, or critical is IMPERATIVE! It's a non-negotiable topic for me and the #1 reason I don't feel safe living in PR the last few years. Everyone always spoke so highly of this new state of the art hospital coming with top notch doctors and care, but it has done everything opposite since opening. I am sure many of us, residents and families of Dorado, have given some chances to this ER, but unfortunately most of the experiences have been suboptimal or bad. We do not know if the hospital’s leadership has the intention of making this ER a good or state-of-the-art facility or maybe the new administration has not yet clear objectives; perhaps the partners —Florida and PR institutions- are not synchronized. I believe it is a great idea to talk to them in order to clarify our expectations. Without clear objectives and a good professional team good services cannot be delivered, moreover, without many patients a good professional team will not be able to sustain itself on the long run. We've had an unfortunate experience attempting to use this ER for a minor injury, which took an absurd amount of time to manage via triage and care at a time the hospital was not busy. We'll never use it again, until the quality improves. I know someone who had a bike accident that broke his collarbone. Despite the Orlando Hospital being 5 minutes from the scene of the accident he concluded not to seek treatment at that Hospital. Orlando Hospital’s reputation is so bad that an individual with a broken bone decides not to seek treatment there. I hate driving by it because it symbolizes the complete lack of planning and organization that is characteristic of services on the island. If you build it, they will come- except this is not field of dreams it’s a hospital providing essential, life saving services.. I recently had 2 MRI’s done for both of my shoulders. The receptionist gave me a phone to call to verify when the results were ready. I must have called 30x over the course of a few weeks. No one ever answered and no one reached out to me. I had to stop in the hospital every time to check on them. For one of the MRI’s, I had to wait several additional days to receive because they didn’t have doctor available to review it. After a week plus of added wait time, they finally sent it out to Boston for someone to read. Additionally, on one of my MRI’s, they mixed up my birthday (flipped month and year), that resulted in every doctor not being able to use/save my scans.

I’ve been there before for High blood pressure, the service is very slow. I got to the hospital around 12:30 pm and left at 11:00 pm. From triage to labs, X-rays, IVs and results took forever. All just to tell me to tell my Dr I needed a high dosage on my Hbp medication. I will say the staff is very nice, patient and are doing their job, but the response to any emergency needs to be a little more faster.

Around a year ago (give or take) we took our 7yo child to the ER at Orland Health for a high fever that wouldn’t break and labored breathing. We were there for many hours, and they did not so much as take her temperature until we demanded they do. When they did, it was 104 and they gave her OTC Tylenol and did nothing more. We tried to leave to go to another hospital since she was not receiving care, and they would not allow it. We had to call a private ambulance to come transport my daughter to another hospital so she could get the care she needed. Fast forward to current, my son had a motor vehicle accident and we took him to a hospital ER all the way in San Juan because we knew he would not receive urgent or sufficient care at Orland Health.

I had an awful experience too. I was having a bad cough and since I have an existing pulmonary condition decided to go to the E.R to get at least some chest X-rays and be treated asap since it was a weekend. I got there at 1:00 pm and they took forever., I’ve waited like two hours to be called for vitals ( there were only 3 patients in the waiting room) and another couple of hours to be seen by a doctor and then another long wait to get treated and X-rays and then the most ridiculous of all, waiting for about two hours just to get the discharge papers!!! . It was already midnight and I decided to leave cuz I was exhausted. I could not comprehend why?? I was seen by 5 different people and none couldn’t log in to print a simple discharge.paper. I was exhausted and not only mine but the other patients in the waiting room frustration levels were sky high so I decided to leave without discharge papers and without the medicines. And swear I will never go back. I honest receive better care in the Local Dorado Emergency Clinic. The reason I didn’t go to the Dorado Emergency Clinic it was I needed the X-rays done and in that clinic they don’t provide X-rays services.

Listening to the facts around Aaron Leavitts death, and the outpouring of other experiences at doctors hospital is deeply disconcerting, frustrating and terrifying. There are very deep resources here, financially, and intellectually to help remedy this. This is not my area of expertise, but it’s 62 year old and through plenty of medical adventures, including my own throat, cancer, and various orthopedic injuries, my sons, epilepsy and neurological challenges, and another family members breast cancer. I certainly understand healthcare from a consumers perspective and proper care. Thankfully, Dan Richards, Andrew Keys, and others are expert in medical facilities and are willing to work with you to remedy the issues that you are having. I hope that things are remedied very quickly so that no one else is seriously injured or dies unnecessarily.

On the morning of January 21 I was rushed by my husband at 4:30am with painful chest pain. After fourth minutes of filling out papers I was treated for Acid Reflux. Three days later I was told that I had a Clot and one of my main arteries blocked. I had a Cateterisms done at the Cardiovascular Hospital in San Juan. I had a stroke while filling out their protocol papers. I was discharged with ten Zantac pills. My experience was and still is traumatic. I told them since I was carried in that I was having a stroke!!!

We chose this past weekend to take our daughter to a separate facility in Bayamon for an X-ray following an accident at the beach because we are aware of the substandard care people have received at OH. I admitted myself to this ER back in December of 2023 because I had gotten food poisoning and was vomiting profusely . I at the time was also 7 months pregnant so my abdomen was in pain and I was worried for my son. Orlando Hospital was the closest ER and I needed medical attention asap. I waited in the lobby for about 2 hours before being seen by a nurse who took my vitals. The doctor explained that I would be monitored and given an IV, I was then given a room where they were attaching a heart monitor to my belly to watch for my babies heart rate. 1. The nurses didn’t know how to set it up. I was told by one of the nurses that the hospital doesn’t really have a OBGYN department 2. I was left in that room for 3 hours and no one saw us and I didn’t receive an IV. My husband went to the front desk to ask why I hadn’t received any treatment. The doctor spoke to my husband and appeared frustrated that my husband had voiced his concerns. A nurse then finally came into the room and gave me a small IV and then 2 more hours came by and no one came in to check on us or change the IV bag that had been empty after an hour of having it in. Thankfully my baby and I were able to get through it but I believe if I would have had a more serious emergency it would have ended poorly due to the lack of competence.

I was very happy when the hospital finally opened in Dorado, especially having a small kid it reassured me to have a structure nearby in case of emergency. However, after experiencing hours of wait in the pediatric ER and same with the regular ER, with long wait and poor treatment due to lack of specialized doctor ( last two times I have been there my daughter, after hours of waiting, has been visited by a regular doctor as the pediatric wasn't on shift) I am very hesitant unfortunately to consider it again. It doesn't help that literally almost everyone I know has had the same experience I did, unfortunately. Hopefully it will be managed differently and improved soon as as citizens we should be able to have an efficient and safe hospital nearby. Thank you

My name is Dr Maria Renta-Soto When our Dorado hospital initially opened its doors (as Sabanera Health), I was the Associate Medical Director of the Emergency Department. I can assure you back then we had an excellent team of Doctors and Health Staff in general. Since the administration was taken over by Doctors Center, the quality of service has been on a steady decline, and most of the Dorado neighbors will not use the services of Orlando Health Dorado because of their history of negligence and terrible reputation. Waiting hours to be seen are very long, and the staff is inexperienced, unprepared, and scarce at best. It is a shame such wonderful structural resources are being wasted in a mediocre administration. Previously have a very bad experience with the ER, when I took my son to have stitched an open wound on his finger, we had to wait 4 hours to be treated, the open was big enough to reached his nerve. We had to pay for the visit, since the hospital did not have a contract with MCS Life Insurance, a very well known health plan in PR. However, the emergency room was full of patients of the PR welfare health plan. I am a resident of Sabanera Dorado and I regret that this hospital is characterized by providing such a poor service.

We have had many unpleasant experiences with Orlando Health hospital. My most and worst experience was my recent one. We were waiting in the “so call” emergency room for a doctor to see my son who was experiencing high fever at the time. He had high fever for a few days but on that day the fever was at the highest 104 degrees so I rushed into the Orlando Health emergency room to have a doctor take a look. The whole process took 6-7 hours. We did not get home until 2am. I have ever had to wait that long to be seen by anyone let alone an emergency room. Add ion to that we couldn’t leave in the middle of our wait apparently by law it said once we signed in we cannot leave. I would have taken him to be seen by another doctor or to another hospital but I could not and made to wait until he gets seen by someone.

We trust that Orlando Health Hospital physicians and staff are located on-site and competent to deliver emergency and critical care to the Dorado Beach Community. Sadly this has not been the case. We lose trust and now avoid this facility when our neighbors share their experiences regarding inappropriate and sub-standard' emergency care of sick or injured babies, children, adults and elderly parents. My first encounter experience with this facility involved a sudden and unexpected “bleed out” when I was home alone recuperating from surgery. I immediately called the listed emergency numbers with no answer. I then called every number listed for the hospital with no answer. I left messages on clinic phone numbers with no answer and no follow up. We have frequent guests and have had to address significant injuries and illnesses. We are committed to working with Orlando Health to address and improve service delivery. Until we can trust that Orlando Health can deliver proper medical care for our loved ones, we will seek our healthcare elsewhere.

I can also share a frustrating visit, although not of the severity of the cover letter. I suffered a mid foot collapse breaking all my metatarsals and tarsals in dec 2021. During our visit in dec23/Jan 24, I had some problems with my ankle and went to the ER at your hospital. I left the waiting room after an hour. I had not even been called to register with triage. I agree with this. The health care is horrible. I myself had a similar issue. My husband was having horrible pains in his stomach. He is a leukemia survivor with a bone marrow transplant. We went to the hospital and were not even triaged for hours. After four hours we recieved a call from Federico Stubbe who said he heard we weee at the emergency room. Why didn’t we call him. We never thought we had to pull strings to be seen. He called over and they called us to just do the triase. Then we sat for two more hours, still not seen. The waiting room was not even that crowded. We left because he was starting to feel better. Again, I went for food poisoning myself. It was the middle of the night and nobody was there. They took me in but again would not see me. They said the doctor there was not going to see me because he was getting off in an hour, so I would have to wait until the next doctor came and they were not sure what time that would be because he is often late. I was in extreme pain and started screaming to be seen. Only to stop me from screaming would they see me. I am a lawyer who has a leading firm in NY and does medical malpractice. You are certainly opening yourself up to liability. I said to my husband we need to move out of Dorado if this does not improve. You have a serouuous ñroblem on your hands.

I cannot imagine the trauma experienced by the Leavitt and Richards’ family, and am greatly troubled to know a more experienced and attentive medical team could have prevented the outcome. We trust Dan’s knowledge of and experience in medical crises, and strongly support his recommendations. Secondarily, we support this petition because my family also suffered from our false belief in and the promises offered by and of the new facility. We not only experienced suboptimal care when we brought my 95 year old father-in-law to Orlando Health, but even more disheartening, a complete disregard for his basic comfort. We wound up leaving on our own and transporting him to Doctors’ Care Hospital in Manati. There, he was admitted, diagnosed and began treatment for pneumonia within a few hours.

My two year old daughter received terrible care at the ED. Our pediatrician advised us to go to the ED and sent us to with a form detailing her issue. The physician on duty refused to read it. I received no food, water, or blanket despite the freezing temperature inside the ED, and also no answers after I had a grand mal seizure out of no where and my fiancé was out of town. Luckily I had a friend come over as I knew I wasn't feeling well and she was there 5-10 min before I had the seizure. The doctor at the hospital after waiting 8 hours to even be seen, told me after doing a chest x ray that my head CT was normal. He spoke perfect English. I had to tell him and convince him for nearly 10 min they did a chest x ray and no head scans. He only believed me when I refused to leave until he looked and my paperwork instead of just telling me something completely false. As an active community member who is investing in making Puerto Rico, Dorado, and our surrounding communities better right now and for future generations, we are willing to donate and help support necessary services or new initiatives in the hospital if it would improve things.

Through admission to the urgent care we leaned that the hospital may not be equipped for many emergencies and lacks necessary medical equipment and doctors for many cases. It is not generally understood by the community that the hospital is not equipped, in fact I believe the view of the community is opposite due to the perception that a brand new hospital should be more reliable. I would feel more secure if a medical helicopter was available for emergencies to evacuate Dorado to a hospital that has specialized doctors and equipment to handle the severity of the emergency.

The hospital has a tremendous physical plant, equipment, and location, which I saw first hand on a personal tour before it officially opened. However, it's clear from my personal experience bringing my son to the Emergency Room last year that the personnel, management and staffing are not on par with even a C-tier clinic in the U.S. It is an embarrassment that so much money went into building this hospital only to have it run so poorly. I actually passed out with a mild seizure in the waiting room to the emergency room waiting to be admitted. It wasn’t until that happened that anyone seemed to take us seriously or have any sense of urgency.

We absolutely love living in Dorado. The only thing that would make us think about moving is the unreliable medical system here, especially in our town, Orlando Health. I had a terrible experience with my daughter at the Orlando pediatric ER, and I swear I'll never go through that again, no matter what. It's crucial we address this ASAP for the well-being of Dorado's residents and the town's future. Without reliable medical care, especially in emergencies, Dorado can't thrive..

I am a mother to two small children. I previously fought for my life in ICU and my daughter in NICU and I fully understand the importance and urgency of medical care when in emergency. I love where we live but the lack of urgent emergency medicine has made me question staying here. As if life is not valued. If I had lived here when my emergency happened: I would be dead. We need a proper emergency care team at our local hospital in Dorado, pr. Our citizens are worth it.

Our 4 year old daughter woke up screaming in pain in the middle of the night a couple months ago. We suspect she had a UTI. My wife and daughter spent EIGHT HOURS in the ER before being seen by a Doctor. They waited another hour to get antibiotics (ONLY IV offered for an 4 year old!!!) and two hours to be discharged. ELEVEN HOURS for child with UTI??? This is inexcusable. The ER was understaffed, poorly trained, unorganized and spoke no English. OH needs to fix this or no one from the community will go to your facility and your only patients will be the uninsured… We will never step foot in there again until we are given confidence that this has been fixed.
